A recent decision by the Parking and Traffic Appeals Service (PATAS) ruled that Penalty Charge Notices (PCNs) which carried a Credit Card Surcharge were unlawful. Initially this was in relation to a PCN issued by the London Borough of Camden but subsequent rulings affect Harrow, Merton and Kingston.

The rulings also indicate that this applies even if the Credit Card Surcharge was only on the telephone or online payment section or on associated statutory paperwork.
